Well that can be true, especially if the ratio of population to resources is favourable, like Norway.
But the argument I hear is not that it lifts all boats but that without growth there isn't the economic resource to have the kind of society and public services we say we want.
And at the same time a vigorous private economy has to be stimulated and enabled. It doesn't sound like she wants to do that with sweeties but with stability. That's optimistic but understandable.
