It may also be a capacity problem. There are only so many satellites in view - every receiver needs to connect with one (or more?) to keep the network up and quick.
Let's say 100 people can connect to each satellite - if only 10 are visible then only 1000 total can connect (made up numbers). Once you reach that limit - no more Starlink for you!
