The /User file system might need to be shrunk for the new OS partition to be laid down. Then the bootloader is changed to point at the new OS.

Note (for iOS) if you don’t know the password you can still upgrade via DFU and booting from a Mac host. It will just overwrite the old OS partition with updated OS.
