I've never heard that but it sounds legit. So I'm going to say that you are likely correct.

But when you look at the differences I'm two sides of the same island it makes you wonder how things could have possibly gotten so bad.

I think the difference is are also clear in other parts of the world such as North and South Korea.

You can ask anyone in the world if they would prefer to live in Havana or Miami and I'm pretty sure everyone would choose Miami.

So where's the food? A Cuban friend of mine explain to me that even the fruit trees in your front yard belong to the government. And picking their fruit can land you in jail. Contrast you could find many permaculture farms in Puerto Rico (Even if they don't use that term). When people are not physically stopped from thriving they often do.

So is the coast of Haiti "overfished"? Idk The world's oceans are pretty big and they're all connected.
