Tbh reducing energy consumption was one of the main goals of the current government. Also I noticed that more and more people install photovoltaic on their balconies or rooftops, which will bring down the measurable energy consumption a bit more. However most will be energy intensive industry (eg. chemicals, steel or aluminium), which gone abroad, since they couldn't compete with Chinese companies anyway due to cheaper energy and less environmental protection laws.
