It's a Fediverse server with Gemini frontend — so you can access it over Gemini, but it speaks to other instances over ActivityPub the same way e.g. Pleroma does.
One of the main appeals of Gemini is that it's lightweight — I can browse Geminispace comfortably on a ThinkPad T40 from the early 2000s with only 512 Mb RAM. I'm pretty sure you could use your electric kettle for it if it had a screen, and you can host your capsule (Gemini equivalent of website) on a pocket calculator.
And I get it that not everyone's going to like it (I do), but most content on Gemini is text with a few images here in there. With Web you open the page, but something keeps happening, something gets loaded in the background, using Gemini is a very refreshing experience compared to that, you open the page — and that's it! You want that photo — you click it and it gets loaded. It's like the Web originally was.
And once you're comfortable with that you realize that it's lightweight not only in terms of client hardware, but also in terms of network traffic. That makes it suitable for slow network links. That is why I think it often gets associated with LoRa, mesh networks and other such stuff. So Gemini is not the technology to defeat censorship in itself, but it works really well with technologies that do exactly that.
Oh, and one more thing that makes it "decentralized", while it still relies on SSL, it works the same way ssh does: first time you access the server, the fingerprint gets saved and if that changes you at least know that something might be different, but it doesn't rely on centralized authorities like OCSP.
