I read an article years back about "furry" frost growing out of rocks. A geologist was theorising it happened because of all the liquid water in tiny capillaries in the rock's surface freezing then being extruded out like an ice-pop.
If that happened here then maybe more frost kept crystalising on top of the ice "hair" until it turned into huge prisms like this?
