So, for something like this to happen in Django, I would argue we'd need several things.

1 - someone (can be a team) who is willing and able to spend the time to come up with something like this
2 - luck (luck is always part of it)
3 - wide leadership support (like being offered keynote at multiple DjangoCon to present such tool)
4 - community support.

I can't think of many that I know in the Django community who would be able to muster all of the above
