Consider this scenario:
I connect with a client to 2 relays A and B, A is my own and B is a public relay.
Over time follows, followers, messages and all data for my account is being saved on A and B.
One day B goes down forever, and only A has my data now.
I connect to another new public relay C in addition to my own relay, A.
Will all users who connect to C see my old history from A? Does all my data from A move to C and begin to persist on C?
