Okay, so I get that fluoride in water supplies is probably dangerous, and I've heard the origin story about it being a way to dispose of industrial waste, but there's something I don't get.
Getting rid of waste by dumping it into drinking water supplies makes about as much sense as powering a robot civilization by raising human farms trapped in virtual reality. It smacks of extra steps added for narrative reasons.
Why would they not have just dumped the fluoride in the ocean? (or some river/stream that goes that way) It would be immensely easier, with the added benefit of not having to convince people to drink it.
