I think the best advice I heard regarding this I heard from Eli the Computer Guy: "let them tell you no". If you don't apply, they don't even have the chance to reject your application. You have little to lose by applying (just a few minutes most likely).
The "requirements" list should really be seen as a wishlist. Just be honest about the limits of your skills and experience, and accept rejection as a part of the process.
