Folks, it is fairly obvious that the Pak nuclear arsenal has never been about deterring an Indian invasion which will never happen (India's got far better things to do with her time). If it was about deterrence, then Pak would not have sat and watched India successfully call Rawalpindi's nuclear bluff twice with the 2016 surgical strikes & 2019 Balakot airstrikes.
Rather, the Pak arsenal is there to use as an instrument of blackmail against Western countries into funding the Pak military (the country is a military with some civilians attached) to remain in power ie the standard 'If we lose power, the terrorists [whom we sponsor to target India] get the nukes' argument.
If anything, the main thing motivating Pak military behaviour is real estate pricing, domestic and in the UAE/FVEY countries. Given the deep enmeshing of the Pak military with local property markets (via the Pak Defence Housing Authority or 'DHA') and the litany of scandals therefrom, the country has been referred to as 'Plotistan' on a number of occasions, as a reference to DHA land plots used as currency by Pak elites.
Which is why the Pak Army did nothing in response to India's abrogation of article 370 from its constitution in 2019. After all, a conventional war (especially one Pak can't win) is bad for local real estate prices.
Either way, while most Paks are unable to find three reasonable meals per day, Pak decides to test-fire a nuclear missile.
