I had a surgically implanted heart monitor for three years, after a stroke, and it's capabilities and convenience were significantly greater than an external one. I feel this was safer than the system my sister uses for monitoring blood glucose which pierces the skin on a regular basis.

So on one end you have extremely useful and lifesaving medical devices, and on the other some blue-sky vision dreamed up to justify the research grant.
