Stephen 🐈 🇨🇦 (npub150e…rrqv) if it's any help, APRS does it by just dropping the number of digits in the location, giving a larger possible "square" (because every coordinate is still a square of possible locations, just an increasingly small square!)
This is officially a "thing" in the protocol but it's not well known or supported.
