Here in Ontario, electricity is $0.087/kWhr off-peak, $0.18/kWhr on peak. So charging my phone costs between 6 and 12 cents. That's really a tiny amount of energy.
The paper authors (citing EPA) use a much less powerful phone and only need 14.46 Watt-hours, or 0.014 kWhrs, so between 1 and 3 cents. Even less energy.
