You don't want manufacturing at home that "creates opportunities for labor", you want manufacturing at home that creates products that are useful. Labor opportunity follows naturally from that, but useful products don't necessarily follow from "creating labor opportunities". You could pay people to dig holes and fill them back in, or make complicated drugs to keep sick retirees alive a few more months, but neither of those things add to the productivity, power, wealth or possessions of your nation. You just end up with what you started with.
