I used particle effects in Houdini to build this cloud. The texture is a single paintbrush splotch from Photoshop and mapped onto all the particles as a sprite. I used some functions in Houdini to automate different sizes and rotations of the same splotch and lit the whole thing with a primary, fill and top light.
The particles had noise functions on them to get them to move about slightly.
Came out pretty good I think.
