All I can really say is read the article. It's not a scam to pay writers. It's a scam to not reveal which writers you are paying and pretend that any writer could "make it" via accumulating enough subscriptions, when probably the only ones making it are the ones you are paying a non-subscription-based wage.
I don't know whether they later decided to reveal who they are paying. If they still aren't, it's a good bet that anyone who stays on Substack with a significant audience is doing so because they are getting paid by Substack, and that's what they don't want to give up.
