You might've seen it before with some key sites, their "key lottery" featuring like 1 good key, and hundreds of games on steam worth less than $1 that ask you to put in a few bucks.
They're probably just making this version cheaper as bait, though so long as you have basic restraint and good money management, you should be fine.
