There's a difference between 'hosting until becoming aware of hate speech then actioning' and 'continuing to host after hate speech is pointed out'. If an instance chooses to continue hosting one transmisic person, then that speaks for how the instance is run as a whole and indicates that the instance allows transmisia - in which case, 'where we land' if we block said instances is a safer fedi where hate speech is actively excluded.
