He wasn't asking for food. He was demanding food and making a scene on the train. With all of the violence happening now - I don't think it's unreasonable to restrain someone who is screaming at people in a closed train car.

Still, you can't just let people make a scene and then not hold them to a socially acceptable standard because of their skin color. There are plenty of resources for the homeless - many shelters and food places. If he was unhoused it could have been because he was kicked out of shelters for drugs, abuse or being generally inconsolable.
