Hopefully in coming Mastodon releases I'll get more improvements and changes to the Moderation tools landed.

I pushed hard on a lot of these during August and early September, but by then we were mostly in a code freeze for 4.3, so some stuff didn't land

Things I'm looking forward to shipping:
- better filtering of reports
- redesigned reports list
- report forwarding by moderators
- moderation notes on instances
- improving the report layout
