Play services implements another API based on the OS gps (GNSS) location service along with providing a backend for the network location service in the Google Mobile Services operating systems integrating it.

Apps do not need to use the Play services API to use fused or network location. We reroute apps using the Google Play API to the OS API by default for all cases.
