A lot of it was geopolitics. The British and the Spanish funded and armed the slave revolts while they were at war with France. So when Napoleon tried to retake Haiti, he was fighting an entrenched force with relatively decent weapons and home field advantage. The French also had a large fraction of their troops incapacitated by yellow fever and malaria.
