I realise now that I was far too vague so to clarify:

By decentralized I mean "the degree to which an entity within the system can resist coercion and still function as part of the system" & ultimately "how power is distributed within the system"

By search I am specifically referring to the process of designing, curating, distributing & using indexes.

I'm not talking about either a search front end, nor distributed crawling, nor metasearch. I'd consider these orthogonal to the core problem.
