The core of it is Boomeresque managers wanting the icon to be cornflower blue and the button to pop up a new dialog that asks people to sign up for the newsletter, but slightly different from all the other websites. That's the sort of shit that is easy to do but can't just be copypasted from Stack Overflow; chatbots can't sit in a meeting and make middle managers feel important.
After all, there are already a million CMS's and sitebuilder tools that work perfectly fine for 98.5% of basic websites.
