I haven't finished reading this article yet, but this sentence really spoke to me:
"...I feel like I am one of those powerless souls who recognised what was happening in Srebrenia or the Warsaw Ghetto, tried to raise the alarm but couldn’t do anything to avert the tragedy as the world had already decided to turn a blind eye to the impending massacre of innocents."
Maybe this is why it feels to me like the world doesn't care about genocide. Because genocide only starts when the world has *already* demonstrated that it doesn't care about the victims. If they were suddenly going to take action because the abuse crossed some threshold of genocide, they would already have been speaking up loudly.
So genocides happen *when* and *because* the world doesn't care.
