It isn't. At one point it was developed, but over the last half-century or so, there's been a campaign to undevelop the country. Not just to hold back it's development, but to actively turn it back. The US is still more developed than undeveloped nations, but still doesn't really fit in with developing nations either because it's going backwards, it's in its own category, an undeveloping nation.
