They may be, but it doesn't change anything. This is still being done at the people that actually want to ride the bus, and they still will want to ban large beach balls.

Also, the bus actually only allows people, but it doesn't say anything about people bringing large beach balls with them as long as they pay the *bus operator* (not the people inconvenienced).

So obviously the only people that really benefit from this are the people that own the large beach balls and slightly the bus operator.

The other passengers have the right to be annoyed and do anything they can within their reach to prevent people bringing large beach balls with them.
