I tried looking for a satisfactory answer, namely a state that significantly lowered taxes & removed some laws over a long period of time and the best I could get was... New Hampshire! But even then, it's not like new arbitrary laws never get passed there. So I don't think there are any good examples. It makes sense because why would a state want to intentionally lessen its power and make its existence less secure?
