They're certainly among the most likely but IMO you really can't count on it being either of those, even for beginners.
AYK, different systems and distributions over time have had different defaults, and the sysadmin of a particular system may set the default for new users to something they prefer.
"echo $SHELL" should tell you the *login* shell for at least the following:
sh, zsh, bash, csh, tcsh, skh
(these are all the shells preinstalled on the system I'm checking here.)
