I'm not arguing against the consolation exercise, just noting that I have been part of many such exercises over my years in the university sector (in some ways not that different to the the NHS in its management structures), and my experience is that they are too often used as validating exercises for already made decisions...
So, yes, its important, but participants need to be clear about the strength of political will they will need to ensure it *does* reflect their views!
