"content": "I am not sure that I have a good answer. I wouldn't want to just substitute socieconomic status for race, but certainly it has to be factored in. If a school goes from 60% white to 40% white because of an increase in Latino students, without the SES of students dropping, that isn't segregation, that's actually an increase in diversity. (Which is not to say that charter schools and other school choice initiative might not increase segregation.)",
