To be angry at someone thousands of times more powerful is something most people intuitively shy away from. They fear consequences. But the anger must go somewhere. That leads to the effects we see currently. This can also be actively encouraged.

Next Problem: if one weak group disappears, the anger is not gone. So there needs to be a new target.
