That's a fig leaf for justifying H1-Bs sometimes, but I often know who fills the positions I turn down. It's usually a jr dev, or an exorbitant outsource/sub-contractor situation.

My point is recruiting is retarded about everything, including salary. Supply and demand only works when the price is allowed to ratchet up/down. But we have centralized recruiting practices applying brakes on labor prices, which will then never send a signal to increase supply.
