I've been playing the Shizune Route for Katawa shoujo and I'd like to do the now cliched trope of comparing X character with Tony Soprano.
Shizune to me is if you stripped Tony Soprano of all his power whether monetary or muscle and you stripped him of his charisma while leaving the desire for power/dominance and control.
Both characters treat their close friends and circle as tools to be used and tossed away at any moment (Shizune's case: Misha and Hisao) (Tony's: Christopher, Paulie, Pussy, and various other associates).
Both Characters are also driven by self interest and only care about how a situation can best serve them.
They also get very petty and vindictive when something does not go their way IE. Lily being enemy no.1 when Lily does not have the club activity sheets done on time despite her being balled and in the case of tony lashing out when he is called out for his gambling addiction.
I think the reasons why people (rightly) hate Shizune is for the same reasons why people hate Tony in the later seasons. When someone is so blatantly manipulative and self obsessed to the point they have no charisma to back them up it is very easy for them to be detested.
