I don't think a solution at the relay-level can be effective.
Miners seeking profitable transactions and NFT-issuers willing to pay for them will find a way to connect.
Miners and issuers don't need to rely on others to exchange transaction data.
Someone could publish a list of 'NFT-friendly' nodes and encourage everyone to connect to some of those.
