To my knowledge there will be no way to get around a government's control over internet names, further, dns root servers getting authority to recognize traffic to your authoritative nameservers. Technically it's possible to be your own domain authority if you have a good ISP and some quality hardware. Doesn't mean downstream servers will recognize your server's authority though. I'm not sure if anyone really runs their own nameservers anymore. I use a recursive resolver which relies on the root servers.
You'll need to side-step traditional DNS names, but unfortunately that means extremely reduced visibility. :/
