Gov Asks UK Broadband ISPs to Offer 8 Hours of Battery Backup

Has anyone priced this up?! Not just the original supply of the system, but also the (annual?) battery replacement.

And will it apply only to companies offering "landline-replacement" services, or is the expectation that all broadband providers must offer it to those customers, as they might want to use VoIP (making it even worse for smaller providers)?
