If you need to TTS that's marginally better than macOS `say` and don't want to pay some fly-by-night SaaS provider to wrap AWS Polly in a UI, I've recently tried Mimic 3 from Mycroft.
You can run it locally—Python CLI or a Docker container for a web UI/API. The included voices aren't great quality but passable, if a little bit too quick. "en-US" doesn't mean American accent—they're all mixed together.
