'Too short' is not a thing. A story is as long as it is.
'Incomplete' or 'insufficiently detailed' are reasons to add.
I'm not sure 'more plot' is accurate either. The revision I'm doing after the move (Two! More! Weeks!) adds some new chapters I am mentally calling "Meanwhile, back at the ranch" The MC's plot will not be changing except for the addition of some details, but the reader will learn more.
