Although this is almost undeniably true, it doesn't mean what we want it to mean, as of yet. Governments though their intelligence community get warnings of thousands of events, many of which are manufactured by other governments to test responses and readiness. Or to just inject noise into the stream. Out of the thousands of reports, only a few are actionable. Determining which are is intentionally difficult.
