(tbh i think it's not really that much of a problem and it probably doesn't increase costs, when it does, it's more of a freight problem, either way, train drivers can learn more languages you know, many do and operate across the borders, getting proper national certification, route knowledge and especially with the way national railway operators work, organization is a serious problem instead)
