Your idea could work for other purposes but you are forgetting that the bots are not interested in appealing the ban or getting their access to the relay back. The bot operator has the ability to create multiple accounts at once and send them off to spam.

There is simple solutions but the relay software and clients are lacking these features. From what I see the relay software does not have many programmers contributing to it on GitHub.
