My guess is that the lack of moderation on a platform level is because Bluesky currently controls 99% of the AT infrastructure as opposed to fear of federal agencies. On something like an ActivityPub server you can have servers with varying moderation, but if BlueSky controls the entire network and abanden their neutral infrastructure + user customized moderation they could tank the protocol before it decentralizes.
At least my 2c anyway, not a Bluesky employee and haven't heard any official statements on the topic.
