Review quality in our field is already quite low, and our inability to hold reviewers accountable due to their volunteer status means that all of our efforts to increase review quality primarily impact those who are already being responsible in their review practices. Having incentives means being able to enforce basic reviewing standards (e.g., actually evaluate against the reviewing criteria).",
