I'm not really making full use of BTCPay server and only have one store defined. My main interest was to get a pruned Bitcoin node and LND node running. I've had zero issues with this environment.
I would get a good handle on the resources you are currently consuming on the Luna instance and see how well the Oracle free-tier can handle it.
I too had a Luna instance that mirrored the Oracle Cloud instance and it was costing me about $10 a month. It had less storage and CPU and it was hitting resource limits. Still have the luna instance running but shutdown BTCPay server and etc... on it.
