On Linux, the Fraunhofer FDK AAC codec library is currently the highest-quality AAC encoder available with ffmpeg (except on macOS, see below). Requires ffmpeg to be configured with --enable-libfdk-aac (and additionally --enable-nonfree if you're also using --enable-gpl).
