These people are smart enough and clever enough to rig up an underground electrical system, they should not be living in camps. They should have housing.

Also, people who aren't smart enough to make their own underground infrastructure network shouldn't be living on the streets.

Maybe it's the politicians and the developers who need to be removed and put underground. Just saying.
