A region with net surplus generation (like Illinois) which has an above average percentage of carbon free sourcing (like Illinois) exports that surplus at a lower potential coefficient when it isn’t used locally. So a data center in Chicago will induce dirty generation someplace else on the grid (say, in Columbus) to make up demand, but that induced generation will be less than 1:1 with consumption.
